
M.A. in Urban Studies (2000) at El Colegio de Mexico and Ph.D. in Law at Université Panthéon-Assas (2006). He is Research Professor at Centre for Demographic, Urban and Environmental Studies, at El Colegio de Mexico where he teaches Local Policies and Government. He was a visiting professor or researcher at CEE SciencesPo Paris, Université de Montreal, CITERES Université de Tours. His primary research areas are Environmental Policy in Mexico with particular focus on Hazardous Waste policymaking and Urban Environmental policies. Recently, Professor Ugalde is working on two fields: on the one hand, he deals a research on the sociology of legal processes, with a special focus on legal decision-making in control of urban and environmental regulation; on the other hand, he is working on a project comparing modes of governance (What is governed?) and urban development in Paris, London, Sao Paulo, Mexico. He has served on the editorial board of Revista Espacialidades (since 2014), Revista Administración Pública (2009-2011) and on the editorial board of Colegio de Mexico (2019-2020) and CIESAS (2015-2017). He published or edited Gestion des déchets et actions publiques (ed. with L. Bobbio and P. Melé, ENS Editions, 2016), El derecho ambiental en acción.
